.icu TLD means: ICU domain registrations are open to the public. .icu, shorthand for "I See You," is a new extension designed to provide an easy, innovative, and universal alternative to traditional domains. The extension already has over 100 registrars in more than 30 countries to distribute the names to end users.

The scam: The scammer is pretending to be from the game PUBG (Player Unknowns Battleground) and acting like Steam users have won a "special gift," at the end of the message is a suspicious link which is a phishing link and will steal several data and probably infect your computer with undetected malware.
